Singapore Deepens Aviation Cooperation with Latin America and the Caribbean

On 17 August 2022, the Civil Aviation Authority of Singapore (CAAS) signed three agreements to provide civil aviation training in Latin America and the Caribbean. The training in the key areas of aviation safety, aviation security and air traffic management will equip aviation professionals with the competencies and skillsets needed to support aviation recovery in their respective countries.

2        CAAS signed a Memorandum of Understanding (MOU) with the Dominican Institute of Civil Aviation (IDAC) to jointly develop and deliver customised training programmes in the Dominican Republic for aviation professionals from Latin America and the Caribbean, starting with programmes on aviation safety and air traffic management.

3        CAAS also signed a MOU with the Dominican Republic Cuerpo Especializado En Seguridad Aeroportuaria Y De La Aviación Civil (CESAC) to jointly develop and deliver customised training programmes on aviation security.

4        CAAS also signed a Declaration of Intent with the International Civil Aviation Organization (ICAO) whereby CAAS will work with 13 training academies from nine States in the North America, Central America and the Caribbean to develop standardised training programmes and instructor qualifications that are aligned with ICAO’s global plans and requirements for aviation safety, aviation security and air navigation.

5        The three agreements were signed in Punta Cana, Dominican Republic, on the side lines of the ICAO-Singapore Directors-General of Civil Aviation (DGCAs) Programme on Aviation Resilience jointly conducted by the ICAO and CAAS.

6        Over the last sixty years, CAAS has trained over 150,000 aviation professionals from over 200 countries through our training arm, the Singapore Aviation Academy. This is the first time that CAAS is collaborating with training academies in Latin America and the Caribbean to jointly develop and deliver civil aviation training. It is part of CAAS’s larger effort to increase outreach through more in-region trainings and partnerships with overseas training academies.

7        Mr Han Kok Juan, Director-General of CAAS said, “As a world leading air hub, Singapore seeks to not only deliver good, reliable aviation services through Changi but to also work with the ICAO and other States to do our part to support the rebuilding of international civil aviation post-COVID. We do this through the sharing of experience and expertise and the provision of aviation training. Singapore is the first country that ICAO is partnering from outside Latin America and the Caribbean to provide civil aviation training there. It is a firm recognition by the ICAO and countries in the regions of Singapore’s expertise in civil aviation training.”
